Description: Set just after the first rebellion, the Hunger Games have not been created yet but the districts sense something is coming to punish them for rebelling against the Capitol.
The Capitol is creating the games to target the districts children and make the districts watch those children die whilst fighting each other in various different arenas as decided by the Capitol.
They've already deployed Peacekeepers from the faithful district two to keep order in the districts, just built different electric fences, check-points and surveillance stations to stop the districts from communicating with each other. The Peacekeepers are brutal and harsh, punishing residents for the most minor offences.
The Hunger Games are coming.
